The T&M labor rates that will be used are already established and are in the contract. The rates were part of the competitive award. The balance of the contract is for IDIQ hardware. Navy_Contracting_4 Posted September 11, 2012 Report Share Posted September 11, 2012 FAR 15.403-1(b ) sets forth exceptions to certified cost or pricing data requirements, the first of which is when "the contracting officer determines that prices agreed upon are based on adequate price competition." A CO must request the submission of certified cost or pricing data (see FAR 2.101) before awarding a negotiated contract (see FAR 15.000) that is expected to exceed $700,000 (see FAR 1.108( c) when no exception applies (see FAR 15.403-1).
