However, it isn’t clear whether cjcarter is referring to a sole source or competitive 8(a) acquisition or whether it is for a proposed solicitation or for a contract award. To assist consider - FAR 5.202(a)(4) FAR 5.205(f) FAR 5.303(1) FAR 5.705(b)(7) I do suggest reading the whole of FAR Part 5 as my selected citations might not be comprehensive.
