Sarah J
We have been in closeout of a large CPIF & CPFF contract for years. We are down to our final element: Property. All property is identified on a number of DD1149s pending releasing PCO signature, or the DD1149 process could be skipped and the government could issue a unilateral mod providing transfer of the property off contract. We cant get either done and Closeout PoP end is rapidly approaching. As a contractor, do we have any leverage here??

If you really have a contract requirement to end all closeout work, you should consider stopping such closeout work as required by the contract. Would be prudent to notify the government with as much advanced notice as you can give, and ask for input from the government as to the interpretation that all closeout work is required to stop after that POP and that all work performed after that date is in jeopardy of not being paid by the government.
