kostdiek
FAR Subpart 47.4 says ?U.S.-flag air carrier? means an air carrier holding a certificate under section 401 of the Federal Aviation Act of 1958 (49 U.S.C. 41102). FAR 47.402 states Federal employees and their dependents, consultants, contractors, grantees, and others must use U.S.-flag air carriers for U.S. Government-financed international air travel and transportation of their personal effects or property, if available (Section 5 of the International Air Transportation Fair Competitive Practices Act of 1974 (49 U.S.C. 40118) (Fly America Act)). What is the authoritative source to find out which airlines hold this certificate? I cannot find this anywhere. I have looked at defensetravel.dod.mil (including the JTR and JFTR), gsa.gov, state.gov, dot.gov, etc., and I cannot find a list. I have seen lists on some .edu sites, but (1) they are not authoritative and (2) the lists I find are all different.
