  1. Hello All! I need some help with finding a FAR clause (if there is one) for Project Specific Team Member Awards. Right now some changes are being made at my work where my boss is now requiring our project team to fill out a Sole Source Justification Form for both a Sole Sourced Subcontract Award and a Project Specific Team Member Subcontract Award. This seems a little odd to me and bit excessive considering the Simplified Acquisition Documentation Record has two separate boxes that can be checked off for a "Sole/proprietary source; Justification in file" or for a "Team Member/Project Specific Team Member" which I interpret being as two separate Basis for Award processes. Generally when we do Project Specific Team Member Subcontract Awards our project team always provides us with the Basis of Estimate (BOE) or the proposal to our federal client where it lists the reason why the Subcontractor is being named. When we do a Sole Sourced Subcontract Award then the project team will fill out the designated Sole Source Justification Form, return it to the SA, and then we get it properly approved. My thought process is if I have the copy of the BOE or proposal to our federal client, and it has been accepted by the federal client making it a Project Specific Team Member Subcontract Award, then why does a Sole Source Justification need to be filled out and approved if the Subcontractor has already been approved by the federal client? Is there a FAR clause that could help me understand this change? Please let me know what you think and thank you for the help.
