  1. My apologies for my post being vague. Let me see if I can improve upon it. The contractual requirement is to provide the necessary skilled personnel in order to meet SLA's for service uptime. The rate for the personnel is based on a per person per month. (i.e. 6 Network Engineers at X per month) for a 60 hour work week. The company proposed six individuals were necessary to meet the SLA requirements. Personnel must be onsite and available to answer customer questions and respond to network outages. Hopefully, this is better worded.
  2. A sub-contractor proposed a number of personnel to fulfill the contractual requirement. Are they allowed to invoice for personnel that is not on contract as they purposed? (i.e. proposed 5 personnel onsite but only three are available).
