Dear ALLCON: Good morning - I am relatively new to this so please forgive me if I don't get it right the first time. Moving on, I have to submit a subcontracting Plan to GSA - FSS MOD. We are under 621I. I am not sure how to fill out the forms. Am I suppose to state the percentages of what I am going to subcontract out? I have no clue what my total dollars should be. How do I calculate that? In our industry, our providers (doctors) are not entitled to be listed as small business per the DOL. So we are left with very little we can subcontract since my company is not a proponet of subbing out. I understand we are allowed to classify minority workers as small business; however, my question is do they have to be literally certified as small business since they are considered "day workers?" They are the local janitors of the company. Does anyone have or know where I can find an example of how to fill out or what rules to follow. The FAR is not specific enough - it mostly covers subcontracting JV's. Just trying to figure this one out. Thanks to everyone for your assistance. Rory.
