  1. How do you handle "discussing" flaws in the proposal when soliciting on GSA without turning it into a FAR Part 15 negotiated procurement? Is it ok to evaluate quotes by documenting strengths, weaknesses and deficiencies? If not, how do you evaluate the quotes?
