  1. The FAR. LOL sorry, I had too. But seriously, Matthew nailed it right off of the bat... Thinking, Fast and Slow by Daniel Kahneman. This book was recommended to me by one of my favorite grad school professors, and I thought it was excellent. Definitely had to wait until winter break to fully dive in, but well worth the read.
  2. The point scoring system was applied to the technical ratings, not price. Dissecting the differences in the allotted amounts wont help you address your concerns about the 'significance' of price.
  3. No. It's just that the other factors are more important. Relative importance and the significance of a factor are two independent concepts.
  4. Pepe! All is well, thank you for asking. I always enjoy your thorough responses on this message board, you are a great resource for us tadpoles. I agree with Mr. Edwards. Understanding the features of the HTRRP method and the principles that underlie the decision are absolutely key to refining this strategy. Having a strong understanding of both will allow those at the working level to clearly articulate a business case to those who hold the decision making authority within a contracting shop. Going to battle against those who default to "we've always done it this way (tradeoff/LPTA)" will be one of the biggest challenges to advancing this new approach. 'Innovation' does seem to be the new hot topic in acquisition, but few actually put their money where their mouth is. Equally as important will be to recognize what parts of the specific approach GAO did not rule on. The decision clearly delineates several areas that were not protested, which should be fully understood when attempting to recreate something similar. There is no doubt that the HTRRP method is a game changer. I am excited to see the acquisition community push the boundaries and refine it further. Bravo zulu GSA!
  5. I've always heard to stay in your initial position until you reach your full promotion potential, then after establishing a solid foundation, move every 2-3 years. Contracting (unfortunately) is different enough from contracting officer to contracting officer... so from agency to agency, and Department to Department, I can only imagine. Different aspects, good or bad, have to help long-term for career development.

  7. Best GAO cases to use for teaching junior specialists, any topic... what are some of your favorites? I read a lot of cases, and use the "search by FAR Part" on the WIFCON legal page, but always wonder what are some of the best cases that have helped to shape the way we look at contracting today. Sorry if a list like this already exists somewhere... - GS

Maybe I am over thinking this, or perhaps I am taking crazy pills, but if the 'Rule of Two' does not apply to task orders issued under a multiple award IDIQ, does the process outlined under FAR 19.505 -- Rejecting Small Business Administration Recommendations apply? I plan to provide fair opportunity to all MAC holders. I am hung up on the word 'Recommendations' since under 16.5 it is at the contracting officer's discretion. Under 15, the recommendation holds a ton of weight... does it have the same impact under IDIQ ordering procedures? And within the DOD, there is a designated Office of Small Business representative that reviews and signs off on the DD Form 2579... does their recommendation count as a SBA recommendation (again, we are talking an IDIQ task order)? Sorry for all of the questions, but the majority is against my gut feeling... - GS
  9. Hello WIFCON folks! I am an intern and just started a new rotation... while reviewing a few contract files to get an understanding of the team, I noticed something that didn't seem quite right: J&As are being written at the BOA level, and not for the subsequent orders under the BOA. It is almost that the BOA is being used as a single award IDIQ, but wouldn’t this violate the CICA Act? I read and research a lot of contract topics on my own, so forgive me if I have missed a simple answer here, but isn't this approach incorrect? -- GS
  10. Good morning all! I am finishing up my IDP, and wanted to put one or two federal acquisition conference/speaker events on my 'to-do' list. Being in the DC metro area, I figured there has to be a few really good ones each year... Any suggestions?
