  1. I am looking to possibly automate all my CPSR compliant procurement file forms. Does anyone know a company I could contact that does this or could provide assistance?
  2. I am looking to see if anyone has a commercial subk template they would be willing to share and if not where is a good place to start to develop one. We were awarded a prime contract from The United Nations.
  3. My Company submitted an individual SB Plan to the Dept. of State for a proposal, as we do not have a corporate plan. Below is the language from the State FPR Letter and our Section L Instructions, advice on how best to respond, FPR Letter The requirement is to provide “…current fiscal year corporate subcontracting goals” WEAKNESS: The RFP requirement is for the Offeror to provide the corporate goals for small business utilization in the current fiscal year. The Offeror highlights current performance for all contracts over $10 million. Offeror states it expects to, "exceed DoS’ SB goals on the DiPSS program." This falls short of the RFP requirement in that while they provide performance data to date for each category of small business concern, there is no corporate "Constellis" or Triple Canopy goal for the current fiscal year and does not provide the goals broken down by small business concern as required. On p. 26, the Offeror commits to exceeding DOS subcontracting goals for all of the categories for DiPSS alone. This does not meet the requirement. The TEP determines that the purpose of this requirement is to establish that the Offeror has a wholistic approach to small business utilization, sets annual goals for each concern, and then targets to achieve those goals. From the information provided in the proposal, this does not appear to be the case. This is seen as a risk to DOS in achieving its own small business goals. Section L. Small Business Utilization (required from Large Business Offerors only) Provide the offeror’s current fiscal year corporate subcontracting goals for small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns and the offeror’s compliance with their subcontracting goals
  4. there were mitigating factors such as CBAs, insurance requirements, the union expressed reservations about workforce etc. Again I am just having a hard time getting the response started
  5. sorry this is for our company, basically we submitted a SB Plan for the entire contract period and we did not meet all goals for 2017 and my CO is requesting a Plan of Action from my company, I am working with my PMO on this but having a hard time getting the letter started
  6. I received a request from my CO for a Plan of action moving forward to meet my SB Goals. We exceeded our SB goals for 2017, however we need not meet our SDB, WOSB, and HUBZone. My CO is requesting rationale on why the goals were not achieved. Has anyone had to address this and if so can you provide some examples
  7. When developing a SB Plan for a GSA Schedule is a Commercial Plan more acceptable than the Individual Plan? We provide Security/Guard Services which are commercial in nature so I am leanign towards a Commercial Plan. Could use guidance and input from a few experts please

  9. My CO provided me with a formal suspension of work notification (In accordance with FAR 52.242-14). My CO is requesting a demobilization/suspension Plan as well as a suspension proposal. As this is not a TforC I am not quite sure what he is requesting and I am unable to find anything on how to submit a suspension proposal. Any thoughts/ideas/etc. will be greatly welcome

  12. I am not sure I quite understand the question so my initial answer would be: The cost of acquisition is one of a companies largest expenses which directly affects profitability
  13. I am taking a course and need some assistance. I need to provide a few discussion points for the following and am hoping someone can assist. Why does a 5% reduction in purchase acquisition cost have a greater affect than a 5% increase in sales?
  14. We are currently working a few REAs with the Department of State, is there a time limit from when you submit your original request to when the CO must make a determination? For example we submitted a REA in 2014 and have been working with the CO on questions and requests for additional information. Do I need to keep track of when the original was submitted against a set period of time tis could expire?
  15. I m working a Request for Equitable Adjustment with the . . . and we have included the costs for a consultant who supported us with this and his associated costs. The government has now come back and asked for copies of our request for approval and the subsequent COs actual approval. I have done some research and see where consultant costs are allowable under a termination settlement proposal but not a REA. Any assistance on this will be greatly appreciated. I need to be able to cite a reference or FAR provisions which shows that a consultant's costs for a REA are allowable
  16. I am working with the government to finalize our termination for convenience settlement proposal. We hired a consultant to assist us with the preparation of our settlement proposal. The government has now come back and asked me to provide the actual CO approval to utilize this consultant is. Are we required to seek CO approval to utilize a consultant with our termination settlement proposal? FAR 52.244-2 is included in our base contract. Any assistance will be greatly appreciated
  17. Does anyone have specific Reps& Certs for International Suppliers or do you utilize your in-house standard reps & certs?
  18. I am working to identify foreign suppliers/vendors and/or American firms which can assist me wit procurement form overseas vendors, does anyone on this forum know of any that I can reach out to. We are a security firm providing vehicles, armor, boots, etc.
  19. As I am new to the construction world of contracts I am looking for a cost template I can send out to my subcontractors as an attachment to a formal RFP. Does anyone have thoughts on where I can locate a cost template for construction subcontractors?
