    Don't forget that Part 10 still applies when you process a sole source 8(a) contract.
  2. The End of Incentives?

    Do today's contracting officers even know how to use this contract type? I doubt it.
  3. Which way do you see it?

    Would such a change to the contract be outside of the scope of the competition? It seems to me that the classroom exercise described above lacks practicality.

    Despite President Obama's long history of criticizing the Bush administration for "sweetheart deals" with favored contractors, the Obama administration last month awarded a $25 million federal contract for work in Afghanistan to a company owned by a Democratic campaign contributor without entertaining competitive bids. The contract, awarded on Jan. 4 to Checchi & Company Consulting, Inc., a Washington-based firm owned by economist and Democratic donor Vincent V. Checchi, will pay the firm $24,673,427 to provide "rule of law stabilization services" in war-torn Afghanistan.
