Does anyone know where I can find info on requesting another round of final proposals from unsuccesful vendors instead of resoliciting when a vendor that won the award was determined not able to perform within days of the contract. Was there ever a protest on this scenerio, or is this legal if you can justify due to urgency of requirement. any help would be greatly appreciated.
  2. They actually place experience and past performance in the next section Volume III. I guess what we need to tell the PO is to come up with a more detailed evaluation factor for Technical.
  3. I just noticed that I left off some of the Technical, the entire Technical looks like this: (ii) VOLUME II ? TECHNICAL. The Offeror shall provide a detailed proposal which addresses the three Technical Subfactors as described in the following subparagraphs. As a minimum, proposal shall address the following: (1) Section 1 ? Technical Approach The Offeror shall describe its understanding of the requirements to be satisfied in accordance with the Performance Work Statement (PWS) and the method and approach to meeting the requirements. (2) Section 2 - Staffing & Management Plan In the Staffing & Management Plan, the Offeror shall propose personnel to include, at a minimum, those personnel responsible for the positions identified in Section 4 of the PWS, who will work on this task order, not sample or potential personnel, and shall include a statement that the proposed personnel are available within one week of the task order start date. The Staffing and Management Plan must provide a clear alignment of proposed staff to the requirements of AR 25-2. The Offeror shall provide resumes of its key personnel to include level of experience, education, certifications, technical skill, clearance level and competency of personnel assigned and their roles and responsibilities to achieve the PWS. The resumes will not be counted against the total page limitation for this Tab. The plan must provide a clear understanding of how the Offeror intends to staff and manage this task order to meet all requirements throughout the term of this task order. The plan must clearly define any teaming and subcontracting agreements. The plan must be provided in the form of a matrix or spreadsheet the lists individuals proposed who will be available on the first day of contract performance. This matrix will further indicate specific security clearances, certifications and qualifications that align to the requirements of AR 25-2 (attached). (3) Section 3- Transition Plan The Offeror shall describe its planned interaction with the incumbent contractor, interaction with Government personnel to identify key issues and transition milestones, management of staffing, and suggestions for resolving transition barriers. I guess my question is, are these sub-factors sufficient enough?
  4. We are trying to avoid the offeror just copying whats in the PWS and provide us with a good outline of their technical capabilities. We definetely do not want just an essay.
  5. Hello everyone I have a question about evaluation criteria, i'm a intern so please bare with me. My team is working on a solicitation for IT services thats valued at 8.5 Mil. The problem that we are having right now is with the Technical evaluation criteria for the technical requirement. It is vague and does not go into detail about what is expected from the contractor. Should we list multiple subfactors under the technical approach explaining each area seperately or should we just have one technical approach that explains in detail of what is expected from the contractor, the latter would eliminate the use of multiple adjective rating. An example of what we have at this point is provided below: a. TAB 1 ? Technical Proposal The Offeror will provide a written proposal which addresses the issues listed below.   6. I guess this question was like telling the new guy to go find the left handed Monkey wrench. I was actually told that there was such a program by a seasoned Contract Specialist. I guess i'm going to have to look out for the next wild goose chase I get selected for. LOL
  7. I'm an intern and I am working on my first 8.5 million dollar DOD contract. I was wondering if there was a online program that you could plug in contract information and it would tell you what clauses apply to your contract. Anyone ever heard of this?   9. We have a Acquistion Plan for an ACAT I Program Office and it does not address the fact that they are an ACAT I program in their Acquistion Plan, is this a requirement? This requirement is over 50 million dollars. My Team lead just asked me to find out if the ACAT I Program is required to list that they are an major program in the AP. I was told to refer to DOD 5000 but I am unable to find out where this is addressed. Can someone please tell me where I can locate this information. Thanks
  10. I want to know if a contractor can serve on a SSEB at any capacity with government. I heard that there is a memo out that states the contractors role as it pertains to a SSEB, can anyone tell me where I can locate this memo
  11. What is the threshold to use a Written Acquisition Plan
  12. I am looking for a example langauge in a single RFP that has 3 different task areas, does anyone know where I can find an example of this. I am still an intern and new to contracting so my questions may seem a little elementry to some of you. I just clarified this requirment with my KO. He stated that this is a multiple award with multiple task, meaning this could be 15 contracts with multiple task areas. We do not know if there is a specific name for this type contract but we would like to see an example of an RFP written that covers all of the required task areas under multiple contracts.

  14. I was just given the task of finding out information about the DISA NEXGEN Small business Contract. We are trying to put together a pool of small business contractors to satisfy the requirements of our customer. However I ran across this DISA NEXGEN committment and I want to see if the vehicle is still availible for us to satisfy our requirements. My KO asked me the following questions about this DISA NEXGEN Contract: How many awardees, whats the ordering procedure, is there any fee, can other government (DOD)programs utilize this contract, and whats the expiration date. Does anyone have any information about this contract or know where I can go to get my questions anwered? Thanks, any help would be greatly appreciated. Contract Specialist Intern

  17. I was just asked this question by one of my customers: "The base year of this task order was funded by FY09 OMA, back in Nov 08. Now it may be more appropriate to fund the option year with RDTE funds. The Business Management Office in P.. advises that the task order should now be funded with RDTE dollars, per AESIP’s phase in the acquisition life cycle". Is this possible? I checked FAR part 32 and it did not address this issue.

MJ, The BPA does not state that we can assign call numbers beyond the expiration date, so I was looking thru the FAR to see if there was a legal way to do this since it was not addressed in the BPA. I have not contacted my legal team with this problem yet. I am using this wesite as a part of my research before I contact my legal team. Thanks so much for your help
  19. I'm a Contract Specialist intern and i've been assigned a mission to find out if we can assign a Task Order to an expiring contract. The situation is this; we are looking to assign a task order to a BPA contract that expires in Feb 2010, but the task order will carry on past the expiration date. Is this possible, if not what are our options? I've looked extensively in the FAR (17.605, 52.217-9, 37.111) and it does not directly address my situation. Any help would be greatly appreciated. My Legal advisor told me about this website so I decided to give it a try. I only been in contracting for about two months and i'm trying to feel my way around so I can know what avenues I can use to arrive at a succesful conclusion to contracting procedures. Thanks
