If you are responding to my last note, you read too much into it. Leo could have a file in her desk for different things--including a hard copy of that e-mail exchange. If she ever needs to produce that piece of paper, it is available for her.
I agree. The boss may have a reason for waiting.

Keep your copy of the DFAR final rule with an effective date of nearly 2 weeks ago and document it in your contract files where necessary. Write a handwritten note on it and explain that you checked with the "higher ups" who told you to wait until you were told by the "even higher ups." Be professional in your note and polite.
There is always the possibility that someone other than the "higher ups" will read your note and understand why it is there. There were times when I read such notes, understood the purpose of the note, ignored the author of the note, and directly went to and questioned the "higher ups."

Earlier, I was working on a post explaining the law, the committee, etc. Of course, I deleted it by mistake.
However, civilian agency programs will be affected in about the same amount. DoD and the civilian agencies all will feel the cut. All of this is scheduled to happen in early January 2013. At that time, the 112th Congress will be closing and the 113th Congress will be waiting to begin. Expect ugliness.
As we approach implentation of whatever happens in January 2013, this will become more and more of a politically-charged issue. I am reminding you now that this is a political-free zone.

The House DoD Authoriation bill was published this week. It included a number of Small Business provisions previously in stand-alone bills. I matched a number of these small business bills to the House DoD Authorization bill last night. If you wish, you may want to see some of the new hoops you will be jumping throught if the House provisions are signed into law. Just look for the New before the bills and catch the link to H. R. 4310 on the Legislation page.

Q - A company's GSA software products can be purchased via three different methods:
1. Purchasing the software on a diskette (CD)
2. Downloading the software directly to the customer’s computer (“direct download”)
3. Through a software as a service (SaaS) application delivery model
For purposes of the TAA substantial transformation test, can anyone provide any insight and/or recent rulings that would help in identifying each method’s country of origin?

Live chat is nothing unique. If 5 members used it at once, the members' would be in the "chat room" together and as soon as a member types something, it can be posted.
Does anyone have an idea on how this feature could be used professionally? If so, please suggest it.

HUBZone firm then voluntarily decertifies due to new HUBZone map. 8(a) firm then graduates from 8(a) program. Can firms still quote work and perform Task Orders under each MATOC contract?

Far Fetched:
Prepare a folder in your e-mailer and place the CO's name on that folder. Place the Co's e-mail in this folder and be sure you can find it on a "rainy" day. There are venues where that e-mail would be helpful to your cause.
When the time comes, print the e-mail out and place it in an obvious place so the person you want to find it can find it. That CO stepped in it. Some day you might be able to quietly place what the CO stepped in around the CO's head.

Can funding be obligated by the CO (contract officer)beyond the CR period when the gov't is under CR?

I was just testing my links this morning and it doesn't work for me at the Dept of State either. I thought maybe it was the .mil address but I guess everyone else is having issues too.
Check what version of internet browser State uses.

Have someone look at the contract file starting with the solicitation, at least. Then follow the numbering scheme of the documents until you find the cause of the problem. When I read Velhammer's post, it rung a bell. I must have seen this before. Once you, or the other person, are sure of how it happened and can document it, explain (show it) to the person that is denying the invoices.
